Thanks to these laws, prices for utilities, communications, Internet will rise, fines for drivers will increase, working conditions for entrepreneurs will be tightened, some conditions in the labor law will change, and much more will change in the lives of ordinary citizens.
10. Spring Package
The so-called "Spring Package" is gaining its strength. Now mobile operators must save all correspondence of subscribers, records of conversations, photos and videos for at least 6 months. At the request of law enforcement agencies, the communications company must instantly provide all the subscriber data. To store such an amount of information, specialized equipment is required, and its acquisition, installation and configuration is very expensive and requires a lot of time. All costs will fall on the shoulders of communications companies, in order to compensate them, they will be forced to raise the price of communications for their customers.
9. Tariffs of housing and communal services
And again the prices for a communal apartment increased. In all regions of the country, housing and communal services payments will rise by about 4%. The biggest growth will be in St. Petersburg and Yakutia. The smallest increase in utility bills is expected in the republics of the North Caucasus. A new type of receipt has also been introduced to pay for utilities. Now they will not have ads, but new lines will be added for payment. The new documents will contain information for checking receipts and payments remotely, fines and penalties that the management company is obliged to reimburse in case of incorrect charging. All companies must now issue receipts in the Public Services section, where they can be paid without having to go to the office.

Now all employees of state organizations will receive wages or other transfers only to the card of the Mir payment system. Such cards must be made by all employees of state institutions and recipients of state awards and scholarships. Those who receive payments from the state no more than once a year, or those who permanently reside abroad, may not draw up such a card. Pensioners can carry out their cards at any time, but no later than until July 2020. Their exchange in banks is free of charge. When linking another card to the salary account, the bank can transfer funds. Money just hangs on an outstanding account.
7. Old buses for children
Now in Russia it is forbidden to transport children on buses that are more than 10 years old. This restriction applies to vehicles traveling to / from Moscow or the Moscow Region, St. Petersburg or its region. The ban applies to vehicles weighing no more than 5 tons. From April next year, this law will apply to all routes of the country. From now on, all school buses must be equipped with flashing beacons, which can only be turned on when transporting children. Drivers with category “D” and experience in driving a car for at least one year will be able to drive such vehicles.
6. Share construction
Another law that takes care of ordinary citizens of the country has entered into force. Now the average price per 1 square meter of housing will be higher by 5%. From now on, developers can not sell housing at the construction stage directly, and they can only get money after they provide the buyer with an apartment. During the construction of the house, the money paid by the buyer will be in a specialized bank account. Consequently, the developer will not have access to them. Such measures, according to experts, will lead to the departure from the construction market of at least 15% of developers. That will necessarily entail a rise in price and lack of housing.
5. Excise taxes on tobacco
The second summer month of the year brought again a rise in tobacco prices. This is due to the adoption of a new law that raises the cost of excise taxes on tobacco products. Previously, the excise rate was 1562 rubles per thousand cigarettes, but now this rate has increased to 1718 rubles per 1000 cigarettes. It is not difficult to calculate, the average cost of cigarettes is now 100 rubles, and until July a pack of cigarettes cost an average of 93 rubles. But this is not all, the next increase in the excise price will be in six months. Experts are confident that increasing the price of cigarettes helps reduce the number of people who use tobacco. The Ministry of Health, in turn, proposed increasing the price of tobacco excise taxes by 20% each year.
4. Labor law
The new rules also affected the labor law:
- work on holidays or weekends will be paid at a double rate;
- if an employee worked 2 hours above the established norm on a working day, then the excess time will be paid twice;
- work on the day off will be doubled by the hour;
- if a work schedule for part-time work or a shortened day is established, the employer is not entitled to set irregular work hours;
- cancellation of the lunch break for workers whose working day is 4 hours or less. Until this moment, a lunch break was established without fail regardless of the number of working hours per day.
3. Online checkout
A new stage of Law 54-FZ determines the procedure for working with CCV and started in July of this year. Companies that work on a bargain and accept PSN should use online cash registers when settling with clients. But this law has exceptions. Such cash desks may not be used by landlords of their own housing, those who manufacture and sell folk art products, small business owners, shoemakers, market sellers, sellers who sell products from tanks, newspaper sellers, credit issuing organizations, transport conductors and companies, engaged in catering in educational institutions. Also, companies that are not in the communication zone, that is, in the outback, can do without online cash desks.
2. Sale of rare animals
Selling animals or fish that are listed in the Red Book will be punished not only with a large fine, but also with imprisonment. Spreading animals or fish that are an endangered species is illegal. For this act, a fine of from half a million rubles to one and a half million rubles with imprisonment of up to 2 years or forced labor for 36 months is threatened. These penalties are based on Art. 258.1 of the Criminal Code of the Russian Federation, he illegally extracts very rare animals and water resources listed in the Red Book.

Until 2018, being drunk while driving was considered an administrative violation. The initial such violation cost a fine of 30,000 rubles and deprivation of the right to drive a car for a period of one and a half to two years. Repeated driving while intoxicated was punishable by fines of 50,000 rubles and deprivation of rights for 3 years. In July of this year, a new bill entered into force. At the first “drunken oversight,” the driver will receive the same punishment as before.
